The Top Talent Pass Scheme (TTPS) is designed to attract highly skilled and well-educated individuals from around the world to explore opportunities in Hong Kong. Suitable candidates for this scheme include:

  • High-Income Professionals

Individuals with significant work experience and high earning potential.

  • Graduates from World-Class Universities

Alumni of top-ranking global universities with advanced degrees and exceptional academic achievements.

Individuals who intend to apply for the Hong Kong Quality Migrant Admission Scheme (QMAS) do not need to have secured employment in the Hong Kong Special Administrative Region (SAR) at the time of their application. They only need to meet the general entry requirements and will be permitted to stay in Hong Kong for 24 months without other stay conditions. Applicants can choose to apply under one of the categories listed below:

  • Category A Application: Individuals who have earned an annual income of HKD 2.5 million or above (or the equivalent in foreign currency) in the year immediately preceding the application. Annual income refers to taxable employment or business income, including salary, allowances, stock options, and profits from owned companies. Income generated from personal investments is not included.
  • Category B Application: Individuals who hold a bachelor's degree from a recognized university and have accumulated at least three years of work experience within the five years immediately preceding the application.
  • Category C Application: Individuals who hold a bachelor's degree from a recognized university within the five years immediately preceding the application but have less than three years of work experience. This category is subject to an annual quota and is allocated on a first-come, first-served basis. This category does not apply to non-local students who have obtained a bachelor's degree from a full-time program assessed locally in the Hong Kong SAR.

Quality Migrant Admission Scheme may be considered for approval if they meet the following criteria:

a. There are no security reasons to refuse the application, and the applicant has no known serious criminal record

b. There is an annual quota available for allocation (applicable only to Category C applicants).

c. Chinese citizens holding a passport of the People's Republic of China and residing abroad, if they meet the above application qualifications and general entry requirements, may apply to come to Hong Kong for employment under the Quality Migrant Admission Scheme if they meet the following conditions:

i. The applicant holds permanent residency abroad; or
ii. The applicant has resided abroad for not less than one year immediately prior to the application (where "abroad" refers to countries or regions outside Mainland China, Hong Kong, the Macau Special Administrative Region (hereafter "Macau"), and Taiwan), and the application is submitted from abroad.

The Immigration Department generally takes four weeks to process applications after receiving all the required documents. Documents to be Uploaded by the applicant when applying for entry:

A letter of consent to work in Hong Kong issued by the applicant’s current employer or relevant authority in Mainland China [applicable only to Mainland residents].

Taiwan Household Registration and Taiwan ID Card: [Applicable only to Taiwan residents].
Proof of Residence Abroad: Documentation proving the applicant’s residence abroad.
